This book explores the participation of this new category of actors in an international legal system that has historically been dominated by states. It explores the most important issues, actors and theoretical approaches with respect to these new participants in international law. It provides the reader with a comprehensive and state-of-the-art overview of the most important legal and political developments and perspectives. Relevant non-state actors discussed in this volume include, in particular, international governmental organisations, international non-governmental organisations, multinational companies, investors and armed opposition groups. Their legal position is considered in relation to specific issue-areas, such as humanitarian law, human rights, the use of force and international responsibility. The main legal theories on non-state actors' position in international law - neo-positivism, the policy-oriented approach and transnational law - are covered at the beginning of the book, and the essential political science perspectives - on non-state actors' role in international politics and globalisation, as well as their soft power - are presented at the end. Titre : Normal Accidents – Living with High Risk Technologies Type de document : texte imprimé Auteurs : Charles PERROW, Auteur Editeur : Princeton University Press Année de publication : 1999 Importance : 464 pages Format : Broché ISBN/ISSN/EAN : 978-0-691-00412-9 Langues : Anglais (eng) Catégories : Droit des énergies Mots-clés : accidents énergies, responsabilités perspectives Index. décimale : 000 - pas d'indexation décimale connue Résumé : "Normal Accidents" analyzes the social side of technological risk. Charles Perrow argues that the conventional engineering approach to ensuring safety - building in more warnings and safeguards - fails because systems complexity makes failures inevitable. He asserts that typical precautions, by adding to complexity, may help create new categories of accidents. (At Chernobyl, tests of a new safety system helped produce the meltdown and subsequent fire.) By recognizing two dimensions of risk - complex versus linear interactions, and tight versus loose coupling - this book provides a powerful framework for analyzing risks and the organizations that insist we run them. The first edition fulfilled one reviewer's prediction that it "may mark the beginning of accident research. In the new afterword to this edition, Perrow reviews the extensive work on the major accidents of the last fifteen years, including Bhopal, Chernobyl, and the Challenger disaster. The new postscript probes what the author considers to be the "quintessential 'Normal Accident'" of our time: the Y2K computer problem. Normal Accidents – Living with High Risk Technologies [texte imprimé] / Charles PERROW, Auteur . - Princeton University Press, 1999 . - 464 pages ; Broché.
