Le secteur énergétique est profondément bouleversé par des révolutions technologiques, écologiques et sociétales majeures. Des gouvernances nouvelles se mettent en place et les canaux de financement doivent être repensés. Sans investissements massifs, nos systèmes énergétiques resteront dans une situation insoutenable au plan écologique et social. Comment résoudre collectivement l'équation financière de la transition énergétique et relever le défi climatique ?
Les politiques de l'énergie à travers le monde partagent a minima les mêmes objectifs : l'enjeu est de contenir les changements climatiques, assurer un accès à l'énergie à un coût maîtrisé et garantir une sécurité d'approvisionnement dans un contexte géopolitique incertain.
Alors qu'une mutation rapide de nos systèmes énergétiques doit s'engager, l'auteur identifie les déterminants des modèles énergétiques - historiques et futurs - des trois plus grands espaces économiques (Europe, Etats-Unis et Chine) ainsi que de l'Afrique et livre une analyse approfondie des options politiques, industrielles, financières prises par ces grandes régions. Il explore, à travers des cas concrets, les conditions à réunir par les acteurs, publics et privés, pour favoriser l'investissement.

Unique coverage of energy contracts and related regulatory problems such as those arising from pre-existing long-term contracts related to investment law and fundamental rights law, as well as regulatory and competition law questions arising from new long-term contracts. Providing a comprehensive account of EU energy law following the adoption of the third energy package in 2009 this book focuses on internal market issues and the applicable rules and developments in energy law. It covers key issues such as environmental and contractual matters, and the roles and responsibilities of regulatory authorities, including the new Agency for the Cooperation of Energy Regulators (ACER). As well as the Third Package Directives in the Electricity and Gas Internal market, the work covers a wealth of other recent legislative material, including the accompanying Regulations on cross-border trade in gas and electricity, the ACER Regulation, the Regulation on Energy Market Integrity and Transparency, the Second Renewables Directive, the Gas Security of Supply Regulation, the Carbon Capture and Storage Directive, as well as proposals for the new Energy Efficiency Directive.
