With more than fifty years of spaceflight and forty years of international outer space legislation, the rule of law has been crucial in the exponential growth of the scope of activities in outer space. The evolution of a large body of international space legislation has been also supplemented recently with the enactments of various national space legislation and regulations. The Cologne commentary on space law aims to provide a genuine and concrete contribution to the development and enforcement of the rule of law in outer space. Volume I focuses on the 1967 Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies. Popularly known as the ªOuter Space Treatyº, it was adopted by the United Nations General Assembly in its resolution 2222 (XXI) and opened for signature on 27 January 1967. It entered into force on 10 October 1967, and as of 1 January 2013, has received 102 ratifications and 26 signatures. Volume I of CoCoSL was presented to the public in October 2009 at the 52nd Colloquium on the Law of Outer Space of the International Institue of Space Law (IISL), in Daejeon, Republic of Korea.Volume I provides a historical overview of the Outer Space Treaty, including a critical review as to its present-day applicability. A provision-by-provision analysis of the Outer Space Treaty is provided, including insights into the negotiations and drafting history, interpretation of the text of each Article, and future perspectives of the principles enshrined therein.
